Abstract
The papert discusses innovation in the audit of concessions and PPPs, focusing on overcoming uncertainty in long-term infrastructure projects. It introduces the SimDec methodology, which integrates Monte Carlo simulation with artificial intelligence elements, to provide a more granular probabilistic analysis. Using the Santos-Guarujá immersed tunnel project as a case study, the methodology aims to evaluate the economic-financial viability (NPV and IRR) by considering uncertain variables such as demand, inflation, and interest rates. The objective is to enhance the external control's capacity to anticipate risks and opportunities, offering a deeper understanding of the factors that impact project sustainability. SimDec's visualizations, such as distribution and decomposition graphs, allow for the identification of the most influential variables and their combined impacts on project results.
