Abstract
Alice 360 is an integrated platform that combines generative artificial intelligence, vector search, and automated statistics for the analysis of data from the National Public Procurement Portal (PNCP). Between July 2023 and July 2024, the system monitored approximately BRL 591 billion in public procurements, prioritizing about BRL 133 billion (20–25%) with indications of risk.
The solution operates in two modes: interactive online queries and batch processing, with outputs structured in JSON and integration with SharePoint. Its technological architecture leverages direct semantic extraction from PDFs through LLMs, description vectorization, and the application of adaptive statistical methods (IQR, trimmed mean, z-score, percentiles, or AUTO). The databases are modular and expandable by categories configurable in YAML, such as medicines, fuels, and information technology.
Key functionalities include overpricing detection, identification of suspicious relationships, and textual patterns of competitive restriction. The alerts generated are integrated into PARTs – the Platform of Alerts, Typologies, and Risks – which functions as a centralized repository, enhancing cooperation and ensuring corporate treatment of the identified risks.
Pilot test results showed 94.1% precision and 96.7% accuracy, with significant potential savings in evaluated cases. Alice 360 thus contributes to strengthening transparency, integrity, and cost-effectiveness in public procurement.
