Quantification of outsourced labor through the use of multivariate data analysis:: A proposal for public administration

Abstract

The Brazilian Federal Government has been innovating with methodologies and criteria for
determining the quantity and amounts payable with outsourced labor hired by the Direct,
Autarquica and Foundational Federal Public Administration bodies. One of the innovations
implemented was the elaboration of the technical logbook for the provision of cleaning,
cleanliness and conservation services, whose main objective was to present, both to the
bodies that make up the Federal Government (service takers) and to those who provide them
(companies linked to the cleaning and conservation sector), the methodological and marketing
aspects for measuring this workforce and the limit values for hiring. However, we did not
observe a similar methodology for contracting an outsourced organic heritage surveillance
service, with only the technical logistics document that determines the limit values for this
contracting. Given this context, this article aims to propose a methodology to quantify and
standardize the distribution of outsourced organic heritage surveillance workforce, through
the use of measurable technical-scientific criteria, with the use of statistical techniques of
correlation analysis of variables and multivariate regression, the study being developed at the
Federal Institute of Education, Science and Technology of Ceara (IFCE). The results of this
study reveal that it is possible to use multivariate data analysis as a methodology for defining
the IFCE’s organic heritage surveillance posts, making it possible to replicate it in other Brazilian
government agencies, allowing for the maximization of the efficiency of management processes
and effectiveness. in the use of public resources.
