Abstract
The covid-19 outbreak has impacted the global construction market, disrupting business and contracts. In Brazil, reasons such as labor protective policies and the clauses that rule construction prices of public contracts resulted in the discontinuity of construction works and the bankruptcy of companies. To avoid project abandonment, the public authorities had to reassess contracts without a standardized method, which could have imposed risks of subjectivity in the assessment of price rebalancing by different public servants. Thus, a method of price rebalancing was developed for such situations of unpredictability. The method included a bibliographic and legislative analysis that supported the price rebalancing steps, and was successfully applied to a real case allowing the construction to restart. The research plays a crucial role in promoting more effective management in exceptional circumstances by providing an objective methodological approach to the analysis and granting of adjustments to restore contractual financial balance. This becomes particularly relevant in light of the emerging needs resulting from the circumstances imposed by the covid-19 pandemic.
