Abstract
In Brazil and in the world, the state social modelof intense interventionism in economic regulationhas compromised the efficiency of the very implementation
of social policies. At this pace, faced withthe economic crisis, which resulted in the federalchief executive impeachment process, the issue ofprivatization as an economic growth maintenance mechanism emerges. This article focuses on the shift from a Welfare State to a subsidiarity model.

He holds a specialization degree in Law (LL.M.) and is a Master’s student in Constitutional Law by the Toledo Institution of Education (Bauru/SP).
Paulo Henrique de Souza Freitas
is a partner with the Freitas Martinhos Law Firm and an undergraduate and stricto sensu graduate professor at the State University of Northern Paraná. He holds a Ph.D. in Commercial Law (Pontifical Catholic University of São Paulo) and is an author of legal books.
