Methodology for Oversight of Digital Inclusion Programs with a Focus on the Independent Evaluation of their Results

Abstract
This paper presents a tool for evaluation of government actions and programs for digital inclusion, in order to enable independent verification of the quality of their design. It also seeks to demonstrate whether such State action tools were built with objective criteria and well-established foundations. Furthermore, it produces a document that may be used broadly by any entity interested in evaluating a digital inclusion program.

Marcelo Barros Cunha
is pursuing a Master of Laws at the University of Brasília and is a researcher in the Study Group on Telecommunications Law (GETEL/UnB). At present, he is a civil servant at the Federal Court of Accounts – Brazil (TCU), where he holds the position of Head of the Department of External Control - Civil Aviation and Telecommunications Infrastructure.
Paulo Sisnando Rodrigues de Araujo
holds a Master in Electric Engineering from the University of Brasília, with graduate degrees in telecommunications, communications network and regulation. He is currently a civil servant at the Federal Court of Accounts – Brazil (TCU), where he is a director in the Department of External Control - Civil Aviation and Telecommunications Infrastructure.
André Guilhon Henriques
holds a Master’s degree in Project Management from Getúlio Vargas Foundation (FGV) and a Bachelor’s degree of Public Administration from the University of Brasília (UnB). He is currently a civil servant at the Federal Court of Accounts – Brazil (TCU), where his a Senior Specialist in the Public Policies Project for Digital Inclusion.
Ricardo Araujo Malachias
holds a graduate degree in Planning and Public Management from the Getúlio Vargas Foundation (FGV), and holds a Bachelor’s degree in Business Administration from the University of Brasília (UnB). He is currently a civil servant at the Federal Court of Accounts – Brazil (TCU), where he works in the Department of External Control - Civil Aviation and Telecommunications Infrastructure.
