A autonomia teórica processual do controle de políticas públicas

Abstract
This is a study that, using the exploratory qualitative method through literature review, aims to discuss the theoretical autonomy of the public policy control process as an individual and particularized branch of the General Theory of the Process. The aim is to establish the concepts and elements specific to the individual theory of the public policy control process, disconnected from the administrative and civil process, whose contours are outlined based on the state function of external control exercised by the Audit Courts.
Keywords: General process theory; Public policy control process; scientific autonomy; Individual theory; autonomous concepts and elements.
