Accountability and Transparency in the Implementation of the 2030 Agenda in Brazil: Contributions from the Federal Court of Accounts

Abstract

By revisiting the constitutional precepts of the 1988 Brazilian Constitution, we note an infra-constitutional normative gap and reduced government definitions about the long-term goals and strategies that could summarize a path for social and economic development, reflecting convictions and long lasting social and political
pacts – a role which is not and cannot be executed by the pluriannual plans.

Marcelo Barros Gomes

is a public civil servant of the Federal Court of Accounts – Brazil (TCU). He is coordinator on the General Coordination of External Control in the Social Area and the Northeast Region. He has an MA in Public Administration and Public Policies from the London School of Economics and Political Science.

Leonardo Rodrigues Albernaz

is a public civil servant of the Federal Court of Accounts – Brazil (TCU) and is currently the Secretary of Governmental Macro evaluation. In TCU, he was manager of the TCUOECD Cooperation Project for the Strengthening of Public Governance and is a specialist in Analysis and Evaluation of Public Policies by the Institute Serzedello Corrêa – ISC/TCU.

Arlene Costa Nascimento

is a public civil servant of the Federal Court of Accounts – Brazil (TCU). She has an MA in Environmental Technology and Water Resources from the University of Brasilia. She also concluded postgraduate studies in Financial Administration and Capital Market at the Getúlio Vargas Foundation (FGV) and in Control of Regulation at the Institute Serzedello Corrêa – ISC/TCU.

Felício Ribas Torres

is a public civil servant of the Federal Court of Accounts of Brazil (TCU) and has an MA in Administration, from the University of Brasilia, and a graduate degree in Finances and in Public Planning and Budget from the National School of Public Administration. He is also a specialist in Business Process Management.
